How to Register as a Racehorse Owner in Saudi Arabia (JCSA), 2026-27

An owner record, a set of colours, a licensed trainer and a horse with the right papers. Here is how the Jockey Club of Saudi Arabia process works, in plain English, and the timeline back from the Saudi Cup meeting.

A light-hearted guide. Khalid and his cousin Noura are invented. Facts are sourced at the end and were checked on 25 October 2026. Nothing here is legal advice, and the JCSA has the final word.

Quick answer: registering as an owner in Saudi Arabia

Register with the Jockey Club of Saudi Arabia (JCSA), register your racing colours, place the horse with a JCSA-licensed trainer, and register the horse with its passport and export papers. No entries are accepted until your colours are registered.

  • Who: people aged 18 or over, or a company with a valid commercial register
  • Colours: must be registered before your first entry
  • Trainer: the horse must be with a licensed trainer, who then acts for you
  • Saudi Cup meeting: listed for 5 to 6 February 2027 in Riyadh

Khalid (invented, 38, runs the family logistics firm) has watched the Saudi Cup on television four years running. This year his cousin Noura asked the question nobody in the majlis had asked: "Fine. But who actually signs the forms?"

The answer is shorter than Khalid feared. Saudi racing is run by one body, the JCSA, and its Rules of Racing set out the owner steps in a few clear articles. The hard part is not the forms. It is buying a horse that is good enough, sound enough and in the country in time.

Who can register as a racehorse owner in Saudi Arabia?

The JCSA keeps the register of owners. Its Rules of Racing allow 2 kinds of owner: natural persons aged 18 or over, and legal entities with a valid commercial register. You can race alone, in a partnership, or under a registered stable name.

  • On your own or in a partnership: you race in your own name, alone or with partners. Jointly owned horses are recorded in the JCSA records.
  • Under a stable name: you register that name with the JCSA first. The rules do not allow family names alone, or names that are offensive or political. "Khalid's Rocket Fund" may also raise an eyebrow.
  • Through a company: a company or establishment registers one person as its representative, and that person is treated as the owner under the rules.

Not Saudi, or not living in the Kingdom? The owner article in the rule book sets an age rule and a company rule, but it is not a guide to visas or residency. A separate Saudi horse database described by Saudipedia asks for Saudi citizenship, and that is a different register from the racing one. So the honest answer is: confirm with the JCSA what applies to you, in writing, before you buy. If you race a horse from abroad at the big meetings, see racing from abroad below.

How do you register as an owner and get a horse to the races?

6 steps: choose your route, register as an owner, register your colours, appoint a licensed trainer, buy and import the right horse, then register the horse and pass its stalls test. Steps 2 to 4 can run while the horse is being found.

  1. Choose your route. Race in Riyadh all season with a Saudi-based trainer, or keep the horse with a trainer abroad and aim at the Saudi Cup meeting.
  2. Register as an owner with the JCSA. The JCSA's online services (Registrations, Licences and Downloadables) are where owners start. Keep your ID or passport and, for a company, the commercial register ready.
  3. Register your colours. Every owner registers colours, including the cap, on the JCSA form. No entries are accepted until this is done. Colours are yours alone, and they lapse if you have no runners in them for 2 seasons in a row.
  4. Appoint a JCSA-licensed trainer. A horse cannot be entered unless it is in the care of a licensed trainer. Once you are registered, your trainer has authority to act for you, which saves you a lot of trips to the office.
  5. Buy and import the horse. The Ministry of Environment, Water and Agriculture issues the import permit, and it must be in place before the horse leaves. Horses imported for racing must be at least 2 years old.
  6. Register the horse. The JCSA asks for the passport and pedigree certificate, a certificate of origin and export from the exporting country, a full results record, and an ownership form signed by you or your representative. Then the horse needs a stalls test certificate and a vaccination record stamped by a JCSA vet.

What paperwork does the JCSA ask for?

ItemWhat it isWho usually does it
Owner registrationYour name, or stable name, on the JCSA registerYou, with your trainer's help
Colours formJacket and cap, registered before the first entryYou
Import permitFrom the Ministry (MEWA), before the horse fliesYour shipper and trainer
Horse registrationPassport, pedigree, export certificate, results record, signed ownership formYour trainer, with papers we collect from the seller
Stalls test and vaccinationsStalls certificate and a passport stamped by a JCSA vetYour trainer

The papers from the seller are where most delays start. A missing results record or an export certificate in the wrong name can cost weeks. That is why we ask for every document before the money moves, not after.

What does it cost to register and race in Saudi Arabia?

The JCSA rule book does not list an owner registration fee, so confirm it with the JCSA. It does list race fees: SAR 5,000 to enter a Group or Listed race, and a SAR 5,000 registration fee for cup races worth SAR 300,000 or more.

  • The horse: budgets for a horse that can compete in Riyadh start from about US$50,000 with us. A Saudi Cup meeting runner usually costs far more.
  • Getting it there: vetting, export tests, the flight and quarantine. Ask your shipper for a written quote.
  • Keeping it: the trainer's monthly fee, vet, farrier and race fees. Get every cost in writing before the horse travels.

Can you race in Saudi Arabia with a horse trained abroad?

Yes, at the international meetings. The Saudi Cup meeting is listed for 5 to 6 February 2027 at King Abdulaziz Racecourse in Riyadh. The JCSA Horsemen's Guide sets out the conditions, travel subsidies, shipping, quarantine, stabling and training for international runners.

This is the route for owners whose horse is with a trainer in Europe, the USA or Asia. Your trainer handles the nomination and the travel plan with the JCSA. The JCSA says invited owners and trainers get hotel accommodation, airport and racecourse transfers, and a place at the official functions. Khalid read that line twice.

The catch is the horse. The international races at the meeting are for horses with real ratings, and a horse has to be bought, settled and ready weeks before February. For the race-by-race view, read the Saudi Cup buyer's timeline.
